(DRAFT) CONSTITUTION OF LUSK NATIONAL SCHOOL PARENTS ASSOCIATION

 

 

TITLE

 

1          The Association shall be called the "Lusk National School Parents Association".

 

 AIMS

 

2          The aims of the Association are:

2 (i)      to represent the views of parents and guardians of the children attending Lusk National School, Lusk, Co. Dublin

 

2 (ii)     to inform the parents and guardians, of the children attending Lusk National School, of developments in education and in the school,

 

2(iii)     to foster co-operation between parents and guardians, teachers and school management,

 

2(iv)     to provide any assistance, within our means, which may be required to improve the education of and the facilities for our children attending Lusk National School,

 

2(v)      to raise finance and to collect funds to be applied towards the promotion of the aims of the Association,

 

2(vi)     to promote the participation of the role of the parents and guardians in the education of their children,

 

2(vii)    to encourage and to create opportunities for parents engage in voluntary educational activities with the children in the school at the school.

 

MEMBERSHIP

 

3.         All parents/guardians of children attending Lusk National School shall be deemed to be members of the Association.

 

ANNUAL GENERAL MEETING

 

4          (i)        An  General Meeting (AGM) of the members shall be held each year no later than the last day of October of each year.

 

4(ii)      At least seven days notice of the date of the AGM will be given to parents or guardians of the children attending Lusk National School.

 

4(iii)     The Committee Lusk National School Parents Association  shall endeavour to furnish individual  notices in writing of the date ,time and place of the AGM to the parents or guardians of the children attending Lusk National School . However the posting of a Notice ,setting out the date ,time and place of the AGM, on a Notice board at the entrance to the school building , not less than seven days prior to the date of the proposed the meeting, shall be deemed to be sufficient compliance with the requirement set out at paragraph 4(ii) of this Constitution.

 

4(iv)     The incumbent Chairperson shall preside at the AGM until the conclusion of the election of the new Committee and officers. In the absence of the Chairperson the Committee shall elect  one of its members to preside until the conclusion of the election of the new Committee and officers.

 

 4(iv)    At this meeting a minimum of 15 members and a maximum of 20 members shall be elected to a Committee to represent the parents and guardians.

 

4(v)      Nominations for election to the Committee may be accepted during the course of the Annual General Meeting.

 

4(vi)     The committee shall, at the conclusion of the election of the Committee, elect from its membership a Chairperson, a Secretary and a Treasurer.

 

4(vii)    Other officers may be elected as required.

 

4(viii)    The proceedings of all Annual General Meetings shall be held in a minute book to be kept by the Secretary, and shall include the names of the Committee members present and members who have sent apologies.

 

4(ix)     The first business of each AGM shall be the reading of the Minutes of the previous AGM, the consideration of those Minutes and signing of the Minutes by the Chairperson

 

 

COMMITTEE

 

5    (i)         The Committee shall number not more than 20 elected members plus two Board of Management members.

 

5(ii) All members of the Committee shall retire each year, but shall be eligible for re-election

 

5(iii) All parents or guardians of children currently attending the school, shall be entitled to stand for election.

 

5(iv) All parents and guardians of students currently attending the school shall be entitled to vote.

 

5(v)      Co-option of members in the event of members resigning may be facilitated.

 

5(vi)     The Committee shall meet on the second Tuesday of each month during the school year.

 

5(vii)    The proceedings of all meetings shall be held in a minute book to be kept by the Secretary, and shall include the names of the Committee members present and members who have sent apologies.

 

5(viii)    The first business of each meeting shall be the reading of the Minutes of the previous meeting, the consideration of those Minutes and signing of the Minutes by the Chairperson

 

 

5(ix)     If a member misses three consecutive meetings without a valid reason, he/she shall be deemed to have resigned from the Committee.

 

5(x)      In the event of an office holder resigning or becoming ineligible during the year the committee shall elect another of its members to hold that office

 

 

 

VOTING

 

6          (i)         Except in the case of proposals for the alteration of the Rules of the Association, every proposal at General Meetings of the Association shall be decided by a simple majority of those present and eligible to vote.

 

6(ii)      In the event of a vote being required on a proposal at meetings of the Committee, a simple majority of those present shall be required. In the case of an equality of votes, the Chairperson shall have a second or casting vote

 

6(iii)     Proposals for the alteration of the Rules shall be made at an A.G.M., or at a properly constituted Extraordinary General Meeting.   Notice of such proposals must be sent in writing to the Secretary at least two weeks before the date of such meeting.   No alteration of the Rules may be made except by a majority of those present and entitled to vote.

 

FINANCE

 

7          (i)         A bank account will be opened in the name of the Association.

 

7(ii)      Accounts shall be prepared and presented annually for submission to the General Meeting.

 

7(iii)     Where possible all expenses shall be paid by cheque and signed by two of three named persons e.g. Chairman, Treasurer and Secretary.

 

7(iv)     In the event of the Association’s dissolution power of attorney shall pass to the Board of Management with the proviso that resources be disposed of at the discretion of the Board of Management.

 

MEANS OF OPERATION

 

8          (i)         Lusk National School Parents Association shall affiliate to the National Parents Council – Primary each year at the discretion of each new committee.

 

8(ii)      It shall elect the appropriate number of school delegates to the County Board.

 

8(iii)     the Committee of the Parents Association shall elect Parent Representatives to the Board Of Management of Lusk National School

 

8(iv)     The elected Parent Representatives on the Board of Management are automatically members of the Committee.
